Dr. Mateu Turró Calvet

Dr. Mateu Turró is a PhD in Civil and Transportation, Master of Science from the University of Michigan Professor of the School Transport Civil Engineers, Civil Engineering from the Polytechnic University of Catalonia. Just rejoin the UPC, where he reoccupied his office after working from 1988 to April 2009 in the European Investment Bank.

During this period he was responsible for the follow up of the EU transport and urban policies and was very active as representative of the EIB in a great number of meetings relevant for the establishment of Cohesion Policy. He was involved since the early phases in the definition of trans-European transport networks (his book “Going trans-European. Planning and financing transport networks for Europe” is still a main reference on EU infrastructure policy) and in spatial and urban policy (Territorial Agenda, Leipzig Charter), actively participating in many ministerial meetings. Since retirement from the EIB he has gone back to his university chair at the UPC in Barcelona, where he has been teaching mostly on decision-making, financing and European infrastructure policy. He has also worked a lot as a free-lance consultant.

His career has been spent in the field of transport, urban development and infrastructure financing. He is the author of numerous articles and monographs on various topics related to transport, urban development and infrastructure in general. He wrote the book “Going Trans-European. Planning and Financing Transport Networks for Europe” (Pergamon, Elsevier, 1999) on European policy and transport infrastructure in 2005 RAILPAG, Rail Project Evaluation Guidelines (EIB, European Commission).

He resumed his research work in the following areas:

  • Economic assessment of transport projects and urban renewal.
  • Financing of major infrastructure and urban projects with private participation.
  • Impact indicators of regional infrastructure and transport services.

His research activities are focus in the field of transport, urban development and infrastructure financing. He is the author of numerous articles and monographs on various topics related to transport, urban development and infrastructure in general. He wrote the book “Going Trans-European.
