The project was divided into two parts: part A (Analysis of the methodologies of the Spanish Ministry) and part B (Practical cases of the application of the SAIT guide).
The main objectives of the study were:
- Identify potential improvements in decision-making tools.
- Establish possible recommendations in current and future project investment manuals.
- Identify possible contributions from the SAIT guide applied by the Generalitat de Catalunya.
- Carry out ex-ante and ex-post case studies applying the SAIT guide.
The role of Cost-Benefit Assessment (CBA) in infrastructure planning and management is key to guaranteeing the correct use of resources; in ex-ante evaluation to discern those that are socially beneficial and prioritize them, and ex-post to assess possible project modifications and obtain feedback for future projects, respectively.
